Virtual Private Servers are a step up from shared hosting. While the hardware resources are shared with other users (CPU etc), the VPS environment gives you full control over the software.

VPS admins can reboot their own "server", reinstall and upgrade software as they wish.

In addition, hosting companies can configure a minimum and a maximum amount of resources available to the virtual server - CPU time, RAM etc.

Do keep in mind that a VPS environment will have to be administered by someone with basic administration skills.
